I made another assumption that DAK's heaters were at full voltage and only the HT was limited.

I seem to be just full of assumptions. :-)

but back to your point, yes....if the heater is not hot enough the rectifier tube will not conduct. (and that might not have anything to do with the AC on the rectifier tube's plates)
