I believe the brown wax coated original parts were not very durable. It would be better to get some of the newer fiberglass boards with double sided traces.
A good tech should always check all aspects of the circuit to ascertain if the amp is suitable for daily use.
How much you will pay for the rebuild depends on how much is done to your amp. If you just want to get it running will cost the least. A total rebuild with all new parts will cost several hundred dollars just for the labor.
As far as finding a technician in your area I have no way to help you there. good luck, Dak
