Trying to regurgitate what I've read....possibilities causes, if I understand things correctly (which there's a great possibility I'm not)......
The getter may not be able to absorb the gases already present in the tube. A weaker getter to begin with, or depleted due to use and heat, etc. There may be outgassing happening now. Outgasssing can be from the glass envelope or materials in the envelope. There's residual gas not taken out during the vacuum process. There may be stored gases being released by the getter due to excessive heat.
I'm sure a fellow Inmate could add to, deduct from, clarify or elaborate on these thoughts.
