The sound won't be flat and a passive RIAA circuit will not work with so little gain, anyway.

A passive RIAA circuit using 12AX7s needs all the gain because it is passive.

The first triode amplifies the unequalised treble rich signal by 100, and the passive RIAA circuit equalises it, but it also loses most of the gain from the first triode. The second triode amplifies what is left by 100 replacing all the lost gain, with some over.
