The "reissue" Gold Lion N709 is probably what you are looking for. Under no circumstances, use this variant in circuitry that takes liberties with published spec's and, therefore, abuses the tubes.
The JJ EL84 is quite decent and is a good value. Perhaps minor liberties can be taken with this variant
In an amp that takes liberties or calls for 7189s, "the only game in town" is the Russian 6П14П-EB (6p14p-ev), AKA EL84M. That particular Russian variant is as tough as the proverbial brick outhouse and has pretty darned good sonics too.
