Schematic please! When GNFB is employed, the overall gain of the circuit is controlled by the feedback resistors, not the gain in each stage.
"Hair trigger" volume controls are a fairly common problem. You can "pad" the I/P signal down, with a resistive voltage divider, either in the power amp or the preamp. Sometimes, individual dividers on each I/P, in the preamp, works out very well.
