My guess is experimental electrometer tube, made by western electric (definitely). The reason it has a long shaft that is tipped off, is they would open and weld the glass into a test rig. It is used for measuring miniscule currents, I believe. More research on electromter tubes will yield some info. Definitely a very early example!
