Anyone using a Hickok 6000A?

What do any of you know about applying a factor of .65 to your test readings? I understand applying it to derive a rejection point value (I've found a discussion about that), but does it get applied to the actual test reading? That does not make sense. It's not documented in any Hickok manuals I've seen. It seems like a pretty important point to make in a manual if it does in fact need to be applied. If this is the case, why wouldn't Hickok just build a meter that reflects this reduced value? I ask because someone has brought up this topic. I find nothing to support it.
