Jolida 202a-Constant Hum out of both speakers

I recently re-acquired a Jolida 202a which I had given to my brother some time ago. The Jolida 202a is an original production hardwired.

The amp is producing a hum at either 60hz or 12hz can’t tell the difference. I replaced all tubes and biased the amp. I tried a cheater plug and other outlets in the house and the amp still hums out of both speakers and it does not change with volume.

I contacted Jolida and they thought it was a ground loop problem, but none of my other amps experience this including my other tube amp.

Any ideas?
