How long of a burn-in, before declaring tubes defective, and asking for a refund?

Bought a "matched pair" of TJ Full Music 6SL7 on eBay, from a seller in Taiwan (yes, yes, I know - those are risks we take, feeling some security provided by PayPal and credit card issuer).

These are input tubes in a tube amp I recently acquired. After leaving them fired up overnight, in a burn-in mode provided by amplifier, they provide very low volume, and huge amount of distortion. Needless to say, some vintage RCA's the amp came with, provide ample volume and no distortion.

The new tubes continue to cook, but - is this normal? Abnormal? How long before they settle in, if it's normal?
