If the amp uses both tube type the same voltage and current and other operating points, you are limited to the same plate dissipation, power output and the same output transformer limitations. Cranking the bias to try to push more bass through the OPTs will saturate them and sag the power supply, possibly giving the illusion of more sound unless the amp was very overbuilt for its intended output. Putting 100 watt OPTs on a 50 watt amp really is not done on commercial amps. Having a commercial amp that can supply an additional 100 to 200mA B+ than required is also almost non existent.
Any perceived difference will be extremely hard to tease apart from the visual appearance of bigger, manlier tubes which just must have more bass, cause, man... just look at those tubes.
