Tubes emissions decrease over time, but it is not linear. No there is no way you can correlate the number of hours remaining on a tube unless it is really close to minimum specs and has been dropping. It matters not only how long the tube has been used but also how. Soft starting the heater and plate supply, limiting on/off cycles, running well less than max dissipation loading them properly all contribute to long life.
