As Eli pointed out, this is due to increased cathode activity. It is common to get tube from them with less than full cathode emission. I just got some of the new Tung-Sol 6EU7s in and about 50% of them had low cathode current (meaning less cathode activity than "normal").
That's why I run in all the small signal tubes before testing/matching. I choose not to reveal my method, but I run the tubes until cathode currents are up to normal. I test/match them then, otherwise after break-in they're way off.
