Yes you read the fine print well and you are correct in your interpretation. I have found that NOS tubes can be a big gamble. I have had far better luck and gotten way more for my money by buying used tubes and used lots. This is most true with one of my fav types in 6v6gt's. An old 6v6 that has been in a radio from the 50s and still tests nearly new is likely to last another 60 years. Most of the tube failures I have had are from so called NOS tubes that tested like new, only to be put into service and failed shortly therafter. Then they are replaced with a 50 year old used tube that has no issues at all.
