I buy, sell, and handle a LOT of tubes, and I find used tubes in boxes all the time. When the servicer replaced the tubes he put the old tubes in the new boxes. Decades later they are discovered with an unknown history. It's irresponsible to put NOS and NIB in the title, and then back-pedal. All one has to do is say they are 'likely used' but test very high (if that's the case). That's an honest appraisal.
