The light, or filament, is just a glowing piece of wire that runs inside the plate structure. Keep in mind tube are assembled by hand and some variation is to be expected. In the one that half-lights, I suspect that the filament wire does not extend far enough out of the top of the plate structure for the filament to be visible. No big deal, and nothing at all to be concerned about.
