El 84 only lights half way

I bought a pair of new JJ el 84 tubes, and they are playing fine, but one of the tubes only lights up in the bottom half, the top half has no glow at all. The other tube lights up normally in both top and bottom half. Interchanging them makes no difference in sound or lighting of tubes.
There is no channel imbalance and they sound good, but I'm wondering if there is trouble ahead or potential danger to amp or speakers. Thanks.
