It is a Chinese 12AX7.

I have a box full of them (Mesa and Ruby branded) with 2 posts to the getter. Hard to see in the photos, but there are two there.

I believe they are older production (1990s).

I also have some Chinese 12AT7s from the same time period, and they have two posts to the getter as well.
