The article makes some factual errors about semiconductor processing, including a mention of vacuum. Well, vacuum, usually 'hi vac' is essential to the manufacture of semiconductors.
That the etched cells in a SS vac tube do not need to be at a hi-vac level is because of a concept called 'mean free path'. This means the electron is more likely to hit the wall than a molecule of atmophere. In a small space this works. For larger spaces for this to occur, you need less air for the electron to hit...thus needing vacuum.
Vacuum tubes are at about 10e-6 torr which is pretty good.
You can look up the Wiki on the subject but it is pretty dense. The idea is simple, though.
