Need help with Amperex date code

Questions about tubes and gear that glows.

I'm looking at a matched pair of Amperex EL84.

The date code is < 3 I 1

Can someone confirm for me the year of manufacture and location of manufacture?

I can never interpret the Philips coding system. He claims they were made in Herleen but the "<" is Philippines, I think. Hopefully I'm wrong.
