You might possibly get 8-10W from a single PP pair of 6V6 in triode, but only by driving them deep into AB2 operation. It would require a driver stage that could supply significant grid current to the 6V6, and distortion would be high and tube life might be reduced.
Either the advertised amp only meets 15W in pentode or ultralinear, or the spec is exaggerated IMO. Some people used to call UL "partial triode" though, maybe that is what was meant.
