I don't know, but I would not be surprised. Normally they would not sell mil-spec parts to consumers, and if released the military acceptance mark was supposed to be removed, but as the country was falling apart many strange things happened, so I would not be surprised to see mil tubes with stars, sold from the warehouses to tube dealers - and many were probably just stolen. I presume the customs would not let them through to the West, if discovered.
