it merely gives you a reference point. Experience teaches you what tubes are testing well and what ones aren't. Like you say the percentage does vary and it will. I have 10 testers and all are calibrated. I have two Hickok 539C's and they are both calibrated but test a little different. There are many variables and this goes for the variance even in the resistors inside the tester. There is an balance to be struck between what is an acceptable range and when it really does test poor or test too good, which can indicate a gassy tube as in old tubes.
