If you are the buyer, whatever you designate.
For me, it is identical construction.
Many people fear that if they don't buy "gain-matched" pairs, their system won't sound as good as possible.
After having my hearing checked, my ears aren't a perfect match, I questioned the wisdom of paying a lot more for matched pairs of tubes, especially after noting that my room isn't symetrical (left and right handed sides aren't matched).
So. I use tubes that have similar gain, and use my "balance" control.
