If you look at the characteristic curves, or the normal operating conditions, in any tube manual (or website), you will see that they are totally different. Typically, 12AU7 runs at considerably higher plate current than 12AX7. This is normal when comparing a "medium mu" triode such as 12AU7/6C4 to a "high mu" triode such as 12AX7/6AV6. Therefore, the bias conditions for a properly designed 12AU7 circuit are quite different than the bias conditions fot a 12AX7 circuit.
