1) Typically a hiss originating from a pre-amp's noise tubes or its noise floor is constant and does not increase with application of the volume control which is unsually between the source and the line stages amplifying stage. That your hiss increase with volume suggests to me that it comes from a source.2) The buzz might well be in the pre-amp. You might not hear it with the old amps due to an input sensitivity level difference. If the new amps have a high sensitivity input and the old ones have a low one you may just be hearing the noise floor of the pre-amp.
3) If you have your amps/pre-amp connected to different circuits this could cause a hum/buzz sound. Try to make sure they are all in the same curcuit.
Two quick things to try. 1) Disconnect all of your sources from the pre-amp and see what happens. If the hiss/buss goes away you will be able to ID the cause when you reinstall the sources (obviously one at a time). 2) Try the cheater plug(s) on the pre amp and/or sources.
