7189 and 7189A have different basings. The 7189/EL84 basing is 9CV while the 7189A uses a 9CE base. The 7189A has two additional internal connections to pins 6 and 1. Sometimes amp sockets are wired using pins 6 and 1 for connection tie points. You may want to check what is connected to Pins 1 and 6 or your amp. Then draw your conclusions. EL84 will not work in a 7189 place, but 7189's can work in EL84 amps as long as the sockets are wired correctly.
