Hmmm...Perhaps it's not the EL34 tube, but one of the input/driver tubes. I'd suggest testing those as well.
Did you test the EL34 tubes for emissions?
Finally, do you have a tube you absolutely know to be bad that you can test on the tester to verify that the tester itself is operating correctly?
