This depends on the elements that are "shorted" and the circuit the tube is used in. If the short draws enough current to upset the circuit performance then it is excessive. Grid circuits tend to be the highest impedance and therefor are the most sensitive to shorts and leakage current of any sort such as grid emission and grid current caused by gas in the tube.
