Based on your indicated date code of 1961 or so, the tubes could actually have been made by Westinghouse at their Elmira plant.
The year is probably too early for the tubes to be imported (maybe from Western Europe if imported). Westinghouse might have also sourced them from CBS or Raytheon in those years at a guess - CBS/HYTRON was about done by 1961 and Raytheon bought much of the tubes remaining in CBS stock.
Anyway - just some "educated" guesses - "I guess".
