Who made the wonderful Stromberg-Carlson 5963?

I just opened up a couple of boxes of tubes given me about 5 years ago; they were a gift from someone helping me learn about tubes. He gave me a whole bunch and I was so crass as to forget his name. Anywho ...

Ihave an SS amp which uses tubes in the input stage, supposedly being able to use any 6922 and any 12AU7, 12AT7 or 12AX7 and their various substitutes. I've found that it seems best suited to 12AU7 and 12AT7s and their variants. They seem to make the amp "sing".

There were some tubes I never tried, among them these Stromberg-Carlson 5963s and a pair of RCA Cleartops. Up to this point in time, TungSol 12AT7s have been the best sounding tubes, followed by the RCA 12AU7 blackplates.

I had never heard of S-C making tubes before, although many other companies (like Hewlett-Packard) didn't make them either. RCA and Philips made them for many companies which had their names put on them.

Since the S-C tubes have "5963" etched in the glass and "Made in USA" stenciled in along with the name, "Stromberg-Carlson",
IS IT SAFE TO ASSUME that RCA probably made them??

Does anyone know who made them?

Oh, I've heard of dates being put on tubes (I'm not real big on tube lore) in the form of YY-WW (year - week number. So mine have "59-17".
DOES THAT MEAN they were made in the 17th week of 1959?
