They are Ei made and GE branded.188 is the code for GE, and I honestly can't recall the -5 meaning (I'm on the road and I can't look it up). But it's more likely to be 1975 or 1985 than 1965 IMHO.
In any case they are usually very nice tubes!
BTW, don't forget that Yuogoslavia under Tito was communist but not a satellite of the Soviet Union. They pursued a much more independent path. Ei made tubes for a number of western companies - I've seen RCA and Telefunken branded Ei among others.
