As a ham radio op, I agree with Tom. IF he's in compliance with FCC regs, it's NOT his problem. If he's overmodulating or using any linear amp, he is in violation of FCC rules.
To cure the problem, try winding all input / output leeds around some ferrite cores. These are available at Rat Shack.....you know, You've got questions.......we've got blank stares!73 de bob
