with a transformer that does not have good high frequency response, not only might you not have the enough voltage, the voltage that is there is phase shifted and can be soo shifted as to be positive feedback. That will limit how much global negitive feedback one can apply.A tube amplifier can only be as good as the output transformer but the bandwidth of the transformer is more important in a design with feedback.
