JJ ECC99 - ?Replacement for 5687 in Preamp

I am the happy owner of a wavelength audio Sine V2 preamp. It runs two 5687 tubes. For fun I purchased a pair of JJ ECC99 tubes. My understanding is that they are a replacement for the 5687. Much to my suprise when I put them in the preamp, the tubes wouldn't even light up. No Power. Nothing. COLD.
I put my trusty 5687s back in and all worked perfectly.
Any thoughts?

By the way,I purchased them from a reputable retailer who is happy to take them back for a full refund so I have no reason to think that I was sold bad tubes.
