The last time I dumped on them people just about ripped me up. However, my observations are the same as yours. I know that there is some history behind the use of coolers to prolong tube life, etc. and whatnot, but that doesn't necessarily mean the current iterations-especially on power tubes-work nearly as well.

I have seen old tests of coolers on 9-pin tubes like 12AU7's, etc, that seem to show that they work-and I must say that the little coolers I have on my preamp tubes do seem to cool them. OTOH, I did quite a bit of work with my power tubes-EL34, KT88, and 6550, and by directly measuring the temperature of various parts of the tube, I found that the tubes were actually much hotter with the bloody coolers-the tops of the tubes were absolutely sizzling. Some people said, as did the cooler manufactuer's site, that overall the tube is actually cooler even though certain parts might be hotter. I didn't like their explanation, and even if it were true, I don't know that having part of the tube be so unusually hot is a good thing, not to mention the huge temperature differences between the "cooler" and hotter areas.

I use them for temporary tube staging when I am rolling tubes-they can't hurt tubes in that application.
