Also try it with no signal going it. Heck stranger things have happened.
Worst case is your friend can have the plate amp repaired. But he is going to have to ship it. If you are talking about thousands to match this thing up then it is worth having the amp fixed.
You could try taking it out and opening it up to see if there is an internal fuse. But typically manufacturers don't put that much effort into those things.
