It's hard to say any speaker in the super-budget price range is "best." They all have tradeoffs in the design that result in some sort of "voice" emerging. If you like that voice, you shout "It's a giant-killer!" If you don't like it, you say "That's all colorated, euchh!
My recent favorite little speaker is the ENERGY eXL-15B. Cheap. Balanced, punchy sound, a little bright. One guy give me a pair for free when I bought his vintage Denon receiver! I like that they integrated well with my subwoofer. Clean and loud with 50wpc.
I also think I'd look for (1) PSB Alpha's in their various incarnations- I remember them as having real nice solid sound, smooth and non-fatiguing, under $150 used (if you're into the whole eBay thing) and (2) Infinity Primus 150 and 160's- a little brighter but they make more of an impression with popular music, under $100 ditto.
