The pic looks like one of the old Kevlar domes. They were a bit rough sounding and were replaced by titanium domes probably more than twenty years ago.

Focal used to offer a field installable faceplate/voice coil assembly, similar to what SEAS offers. I doubt they would still offer the Kevlar domes, but you might be able to find some titanium units that are compatible with your tweeters.
