I think the problem is that you're fighting physics.

In order to have internal damping, you need atoms to flex and move past each other and dissipate heat. But then how do you get stiffness if the atoms are bouncy and flexible with internal movement?

You're looking for something magic that's light and stiff at low acoustic frequencies and suddenly turns dissipative at higher frequencies.

hypothetical question: Why aren't stiff tweeters made in irregular fractal shapes to have broader and lower amplitude resonances?
