Most subs are small for packaging and sales. Small boxes don't naturally go down deep passively but can be forced to with equalization(bass boost) and this requires electronics. It's just much simpler to combine a big amp and crossover/equalization with the box. So the vast majority of subs have amps.
An example of really deep loud bass in a sub that can be purchased without amps is the Wilson Thor's Hammer, But you still need an external electronic crossover and a separate big amp.
