I think if you're looking for the best performance you can get at a price point and you're willing to compromise setup and aesthetics, then studio monitors may very well be the way to go. If I wanted to build a system for $700 that provided the best possible performance I'd almost certainly buy a pair of studio monitors and a usb dac.
I've had a bunch of studio monitors ranging from $150 to a pair of custom atc scm110 asl's that must've cost the original owner a fortune. I've found them to frequently be better than similarly priced hifi speakers, sometimes considerably better and occasionally much worse.
Both sides build to price points and have to make compromises. You want to buy something in your price range that is well engineered and manufactured. It's important that the compromises made are in-line with your personal preferences. That matters a lot more than whether a speaker was intended for hifi or studio use.
