theoretically as low as you want if they(and the enclosure) are designed for it. This means a low resonance and proper Q(varies with box format). But since a 7" driver will be designed for single use primarily it probably won't be designed to go low since it can't put out enough loudness and at low levels our ears don't hear lows very well. And doubling up a driver doesn't significantly improve its lows though it does allow higher level loudness.
