I can tell you that for a number of years in American colleges there have been two types of students. Those who find learning at the college level interesting, and those who view college strictly as a means to an end -- the end being TOYZ like BMW's, pricey vacations, and, ahem, stereo equipment. Chores such as learning how to speak and write above a 6th grade level are just not viewed as important.
But also, often it is just the case that people are lazy when they communicate over the web. I can be too.I am sure that everyone on this forum who went to college was of the first class, and took care to learn how to speak and write well.
