I have no experience with the Seismic 12 sub.
There is a review by Andrew Marshall in AIG with a set of measurements. Unfortunately, he doesn't provide any measurements of maximum output capability but I'm sure it is more than adequate. He liked the sub but suggests a moderately low crossover, which is suggested by the measurements.
The PSB Stratus Mini has rather subdued highs in comparison with the Signature Series. They did good service for a while as our main speakers while I was searching for new main speakers. Now, in our family room, they are excellent for HT, being very clear and natural on dialogue and music. They are very easy to listen to.
The Signature Series has more even dispersion and on direct comparison is smoother on orchestral music, especially massed strings. The first iterations of the Signature Series are some of the finest speakers I have ever heard. I would like to hear the newer versions and also the PSB Synchrony Series.
