The freq quoted - eg. 12dB/octave slope at frequ "X" - is not the *start* of the roll-off (ie. 0dB down) ... it's the so-called "knee frequency", where the signal has already been attenuated 3dB (for most Xovers) or 6dB for L-R Xovers.
So in your 60hz LP example (with a 12dB slope), if it was a 12dB/octave L-R filter then @ 60hz the signal is already 6dB down ... at 120hz it is 18dB down ... at 240hz it is 30dB down.
If it was a 12dB/octave Butterworth then @ 60hz the signal is 3dB down ... at 120hz it is 15dB down ... at 240hz it is 27dB down.
