Competant speaker designers compensate for the 6dB/octave dipole roll-off by padding down higher frequencies, high Qts bass drivers which have response that mirrors the dipole roll-off, or line level manipulation of the signals.
Decent open-baffle speakers measure as flat on-axis as conventional designs but have more uniform power response.
