.....shipping costs are one reason and being able to use UPS is one consideration. my 600 pound Evolution Acoustics MM3's cost over $1000 to ship from San Diego. 6 large wooden crates about 1600 pounds shipping weight.
even for an expensive speaker it's a significant cost consideration.
there are lots of other design considerations that i am familiar with that cause speaker designers to choose smaller bass drivers but i'm not clear enough on the technical reasons to get into them.
