Cables are entirely subtractive. No passive cable can add something to a system, only take away. So by definiition a 'good' cable takes away less or does less damage than a 'bad' cable
So lets say you buy a system that on a subjective scale of 1-100 could score 60 with good cables. Add a really poor performing cable set and you'll maybe hear subjectively a score of 40
Upgrade your system, but not the cables over the years and you would move from say 40 up to 60. Install some better cables, do less damage to the signal and you would move from 60 to 80
Cables are simply about trying to extract the maximum performance from components by minimizing sonic degredation
Over the years, I have bought and sold quite a few pairs of well respected cables. In most cases buyers have reported quite radical improvements with the new cable, like...'took away a bass boom that I always thought was caused by the room'
Hi-fi is a matter of balancing and minimizing compromises.
If I walked into a room and heard incredible performance then noticed that the system was hooked up with poor quality wires, all it would tell me is that the system has even greater potential than I'm currently hearing
