Yes, phase plugs are stationary compared to the cone and more traditional dust cap configuration.

As a further elaboration of kenster's correct comment, you tend to seem them in situations where, for example, an 8" driver is used well into the midrange. Such drivers tend to "beam" in the upper range and the phase plug helps address this issue.
